The latter idea is treated as nonpartisan political consensus within the U.S. government and news media and the basis for both public health policy and foreign policy, and if China pushes back against foreign reporters in country writing their daily propaganda piece about China as a Commie plague factory, the Western media report that as de facto confirmation of it.

The Chinese statements blaming the US weren't serious, they were a tit-for-tat reaction to the ramping up of Sinophobic propaganda the US has been pushing about China being at fault for allowing it to exist and spread in the first place (a ramping up that is obviously intended to cover for massive US failures to prepare for their inevitable outbreak, which is in turn responsible for many cases spreading elsewhere in the world). Here is my best guess for near term, like 1-2 years (not that anybody is asking): Coronavirus spreads, shuts down economy, but deaths mostly limited to ill/elderly non-whites which is pretty neat from a Trumptopian angle. Economic recession reduces demand for oil, price stays low, combined with politically driven high output from Saudi, Russia, etc., US shale declines sharply but impact on world oil markets isn't devastating and US still has import options. Central banks coordinate action to keep markets afloat – basically new rounds of qe and 0/negative rates; volatile but sideways action in markets after a couple more months of limit down>quarantined gambler btfd>limit down. Trump wins re-election narrowly based on fans having much higher morale than the incompetent, incoherent, social fascist "left"; in second term becomes lame duck and probably gets impeached quarterly to death.
