i looked into their website a little bit, and QOL-Reno is a "project of the Scientific Being Research Foundation Inc" which is a non-profit organization which means you can look into any charitable donations over $5k, and, surprise, they get close to a million dollars a year from "Griswold Industries Inc" i.e. Cla-Val which is a multi-national mostly based in southern california that makes automatic control valves; as well as a hundred grand from the The Lillian Sherwood Griswold Foundation which "supports organizations involved with energy resources, astronomy, and Christian science (helps explain the wonky patronizing messaging)"

i did some additional googling and it appears one of the people associated with the nexus of non-profits from Griswold Industries is the guy Paul D. White who apparently sets up these "QOL-townname" initiatives whereever he moves to. a few years ago it was "QOL-Ventura" (https://www.citizensjournal.us/rally-against-vagrant-crime-inept-leadership/). he's your typical right-wing religious loon trump supporter so it's hardly surprising the tone this stuff is taking. he moved to reno a couple years ago and set this up, https://strongholdinstitute.com/, all under the same non-profit umbrella financially backed by David E. Griswold who, according to this Medium article, was backing mayoral challenger Eddie Lorton in the last Reno election (he lost, fortunately). paul white got some local media attention that year for setting up a fake website "renoelections.com" to stage debates with only the candidates they support.

so, essentially, this right-wing christian scientist 90-year old millionaire who also has his kids run real estate management companies (http://www.griswoldremgmt.com/about/executive-bios) got a stake in the reno area, moved his henchmen in, and immediately started funding his guy for the mayor race while also paying this friend of the family to harass all the surrounding homeless folks for keeping property values down. love corrupt local politics. certainly a grift happening here of funneling money into this tax exempt org for political/financial benefit.
