The cleverer anime doesn't need overt sexualization. Lain is presented as naked for the entirety of the ending theme, though, which is certainly a questionable decision. Madoka Magica features nudity during its climactic scene (mostly obscured on the original TV airing, but restored to the point of awkwardness in the enhanced Blu-ray versions). Evangelion of course featured plenty of nudity and sexuality, bragging openly about its "fan service" and even includes a famous scene of Shinji literally masturbating over a comatose Asuka. Kaiba is the tops in abstract, atypical, miserable philosophical wankery and even it follows around a young girl for much of the show while she is romantically pursued by a vulgar fat man.

Then there is the fandom, which treats every single anime that comes out as fodder to create gratuitous, depraved, and high-quality porn. Miyazaki reported how sad he was about this, knowing that any characters he put on screen would be turned into pornography, even the most innocent such as Chihiro in the family film Spirited Away. The creators know this. It factors into their decisions. But most of them just capitalize off of it. They know their audience.

It's all just a matter of plausible deniability.
