In my heart I don't think 9/11 was an inside job but our ruling elites contemplated how they could respond to a potential reality of 9/11. You are not ruled by machines of love and grace.

neo-Malthusianism is also still extremely popular among our ruling class and I wouldn't rule out any schheme designed to effect depopulation, especially on a class-mediated eugenic basis like disease resistance/medical availability
e: also no conspiracy or intent at all is required for the virus to have originated in the U.S. , the stuff about the military games and the troops arriving in Wuhan and the timing etc. all adds up with no further explanation.
