The point is certainly not that protesting in this manner is particularly effective or an end goal; any notions of this is quickly dispelled with lived experience. Rather it's a step towards meeting and organizing irl and provides a deeper understanding of police tactics and ability to see beyond media manipulation. It's a necessary step towards growing a mass movement.
Plus what Gssh said about learning firsthand about how suppression tactics work is totally important, its also good grounds for developing and practicing logistics, public speaking skills, etc.

they also offered to help the occupiers set up an effective overwinter camp on a budget, occupy instead opted to spend thousands of dollars on military camp tents and heating stoves.

Just curious, what is the goal being served that you would define this as "highly effective action"?
it also made me think of how lucky we are to not be in the states, because using that kind of strategy further south would have probably have had far nastier consequences.

The tiny joke occupy thing in my city was overwhelmed by white Zeitgeist Movement cultists who objected to the camp flying an aboriginal flag because it would be "divisive". They later unilaterally met with city council to agree on a time to dismantle the camp altogether.

economic disruption, usually. im a fan of targeting heavy traffic interstates and major surface streets. this is most fun during a bus strike, cuz then you can get drivers to 'scab' and assist your action with a screening maneuver
