I had the same thought watching COPS last night: It's obviously police and status quo propaganda but at the same time if you watch it critically you get insights into the struggles and hurdles of the American underclass that would never, ever be shown on TV otherwise.

You're not going to get a thesis out of COPS but considering how glossy and sanitized America's cultural vision is of itself, the class antagonisms and dysfunction of poor communities represented on the show are a stark difference.
