My guess is that it reflects the implicit wealth in social programs, eg, people pay taxes to social security and have less to save for themselves.

But when trolling I prefer to say that it's an example the regressive, White supremacist tax structure of social security.

Oh you were asking for the definition of net social spending? Thats the net amount of money actually transferred after taxes. It does count private charity, but that should be negligible because capitalists are greedy rite? Private charity is labeled "private social spending".
