Image searches for keywords "penis" and "breast" do not appear to be filtered by Safe Search. Safe Search is on, enforced, and works properly for my school district; other words such as sex, pussy, vagina, tits, ass, etc. All are safe, except breast and penis are absolutely not.
I reported more than 30 examples using the Webmaster Tools section under my account (per Google Help documents), https://www.google.com/webmasters/tools/safesearch
However, I then found hundreds, possibly thousands more (at least 5 full pages) of explicit and highly adult on a Google Image search for Breast.
Tried on multiple computers, XP and Win7, with Chrome, IE and Firefox. Also tried when not logged in to Google, and when logged in as a user (student in this case), and then when logged in as a Google enterprise admin. The login makes no difference.
This is a new issue, previously these and all other keywords were correctly filtered.
