they let in as much immigration as capital needs but crack down hard on a few very visible immigrants to reassure people that they do actually want to 'conserve' their voters communities. Here in Australia they go all out on the boat people and put them in camps and whip up fear and resentment......all the while allowing ten times as many people into the country through legal channels each year.
so the right governing class wants more immigrants because Capital, the left governing class wants more because human rights/diversity/whatever: neither of them generally live in the areas that get put under pressure by mass immigration, and judging by the NF in France and the EDL/UKIP in Britain and so on, people are looking for a different way.
