Fiberglass is the only decent organic material and it requires oil.

North Korea is sort of an example of what the post collapse world will look like. They didn't have access to the world markets so they developed Juche Fiber in place of what we use for plastics.

Well it wouldn't work anyway, the point seems to be to create a ductile material for special applications not a replacement for steel, fiberglass, that kind of thing.

I'd say that's hard. Manganese reserves are steadily declining. In a few decades the Bessemer process and, by extension, survival will become impossible for most people. There are just too many special materials that industrial civilization depends on to work. And it would be extremely difficult to re-industrialize because the easily accessible surface resources are entirely depleted.
