You can't automate construction. If you built some kind of super robot that can climb roofs and put panels in place then it would probably cost more energy than you get out.

Panopticon the main problem with slavery is that it only works for motivating unskilled labor. All ancient civilizations knew this. You can't force wind and solar engineers to go to college!
