the term 'failed state' assumes a teleology of state-formation in which some societies fail to make progress, with the stable functioning despotic western state as the eventual ideal. so-called failed states could be considered not as failures but alternate formations, in somalia for instance state violence is decentralised and dispersed, in a way its almost more democratic. in apparatus of capture d&g talk about how nomadic societies will produce particular rituals or institutions that actively ward off the formation of the state, that's still in evidence in some places in the world but what we're seeing is this process writ large on a global level, the war machine is inherently antagonistic to the state and the war machine is taking over, it is increasingly the war machine rather than the state that determines the course of events, the failed state isn't a mutated abortion, it's a model of the future

A state that is barely able to function and is unlikely to improve, or a state that has already collapsed and no longer exists because of (A) those same reasons, or (B) its inability to survive during its infancy.

It's not really a term I use, and my definition could be improved. I don't think that a failed state has nothing worth studying and improving, especially under part B. Some good states can become corrupted by hardship or interference, until they resemble and perhaps become failed states.

For part B, I'm mostly thinking of ancient colonies, empires, and revolutionary governments that collapsed in a generation or two, when they were especially susceptible to failure despite having merit.

Uh no, because if the state persisted and was successful it would p clearly not be a failed state, regardless of what your monolithic hegemon finds helpful to say. You're phrasing the question as one of, ”what state will be assigned the title ”failed state” by a powerful state?”, despite knowing that there is a fundamental definition for the term itself; are we talking about abuse of the label, our what w understand the label to refer to?
