in florida we passed the lottery in the early 90s iirc with the intention that it would bring additional dollars into the school system but instead the lottery has been used as one of the main funding sources for education because the state has to constantly pull money from education to make up for stupid fucking shortfalls. the state is required to finish each fiscal year with a balanced budget, which the voters were stupid enough to vote into the state constitution so every spring its a scramble to find money and usually education suffers
