Thus, for the first half of our period of analysis, welfare spending appears to have had the intended effect of reducing the poverty rate in many states. Beginning in the mid 1970s, however, the poverty-reducing effectiveness of state welfare spending began to decrease. By the early 1980s only 30% of the states generated a predicted net effect that was below 0, while the average net effect of welfare across all states was considerably greater than 0. These trends continued through the last year of our analysis (1990), and suggest that declining cash benefit levels and declining wages have had a profound effect on the impact of welfare spending.

The thing about liberals is that, even if they accept that welfare increases poverty, it wouldn't change their opinion.
Because they don't actually care about poverty.
What liberals (same goes for "radical communists") are really trying to do is assuage their envy of the elite and/or get free money from the government and not work.

It doesn't need to be either. Welfare is a cause of poverty.
You say welfare reform didn't work, didn't lower poverty and increase employment... but it apparently did.
